Request To Open Investigation of Minister Anita Anand On Conflict of Interest

Re: Breach of Oath and Conflict of Interest – Failure to Uphold Canadian Sovereignty in the Assassination of Shaheed Hardeep Singh Nijjar
My name is . I am writing to you as a concerned Canadian.
Under the Conflict of Interest Act (S.C. 2006, c.9, s.2) and the Code for Members of the House of Commons, I respectfully request an investigation under section 44(1) into Foreign Minister Anita Anand for conduct inconsistent with her constitutional oath and the public interest.
Grounds
Minister Anand continued to advance trade and diplomatic relations with India even after:
• Sept 18 2023 – Prime Minister Trudeau publicly acknowledged credible allegations of Indian government involvement in Nijjar’s assassination.
• Oct 6 2025 – The U.S. Department of Justice filed sworn evidence in United States v. Nikhil Gupta (23-cr-289, S.D.N.Y.) naming RAW officer Vikas Yadav as organizer of the killing.
• Oct 8 2025 – Sikhs For Justice (SFJ) formally notified Minister Anand and supplied DOJ filings confirming India’s role.
• Oct 13–14 2025 – Despite this evidence, she visited India to promote trade, issuing no public demand for accountability.
Oath and Conflict
As a Minister of the Crown, Ms. Anand swore to “be faithful and bear true allegiance to His Majesty King Charles III” and “faithfully perform her duties according to the laws and Constitution of Canada.”
By prioritizing diplomacy and commerce with a foreign state credibly accused of murdering a Canadian, she created an apparent conflict of interest under section 4 and breached the public-interest duty set out in sections 6, 7, 9 and 21 of the Act.
I, ask that the Commissioner:
1. Initiate an investigation under s. 44 into Minister Anand’s conduct;
2. Obtain records and communications relating to her India engagement and responses to the Nijjar case;
3. Publish reasons under s. 45 to ensure transparency; and
4. Report findings publicly to restore confidence in ministerial accountability and Canada’s sovereignty.
